This page revealed that I had registered two accounts, B and C, with the same QQ email address several years ago. B even shared the same phone number as A, so I logged in easily. I also checked that B didn't have Ads enabled. C is the account I mentioned that I can no longer log into. Therefore, according to Gemini, C accidentally enabled Ads, and since I can't log in to disable it, my main account A cannot have Ads enabled.
Later, after my YPP account was banned for being harmful to children in October, I desperately needed a new Ads service. I tried to activate Ads again with account A, but after several hours it showed that the review had failed, with an ambiguous reply.
So I had to open a new ad account under a family member's name. Perhaps during a period of slight relaxation under pressure, I had a new idea.
Why don't I try activating Ads with account B that I can log into? It's still my identity, even though I don't use it much.
The result? It was activated instantly, without even undergoing review.。
Okay, maybe Google thinks account B is my real account.
(To be honest, this seems like a legacy bug in the historical code that determines unique identity, but it's obvious that they don't want to fix it.)
